Committees and their Scope of Work

Altogether, the government will comprise five levels of committees described below, along with their scope of work.

3.1 L5CCentral Committee at National Level Committee

This committee will be responsible for the total welfare of all of its citizens. Its scope of work will include but is not limited to the following.

In addition to the above, L5CCentral Committee will look after many other fields of public interests, namely, Defence, Finance, Planning, Commerce and Industries, Home, External Affairs, Education, Health, Law and Justice, Forest, Environment, Civil Aviation & Tourism, Road and Water Transport, Sea and Inland ports, Post & Telecommunication, Social welfare, Information, Land and land reforms, Disaster Management and Relief, etc.

Besides the above routine works, L5CCentral Committee will reform the present judiciary system to ensure justice for all and remove all the hindrances that slow down the process of judgement. L5CCentral Committee must find some ways to clear the backlog of long-pending cases in different courts as soon as possible.

3.2 Committees at L4Division, L3District and L2Upazila Levels

The committees L1CVillage Committee to L4CDivisional Committee will indeed work as the local government. They will work in harmony to make the infrastructural facilities created by L5CCentral Committee available to the consumers as close as possible and raise the living standard of the local people, including their livelihood, health, education and cultural level. The role of L4CDivisional Committee is primarily the superintendence of all works in L4UDivisional Unit and liaising with L5CCentral Committee . L4CDivisional Committee will provide the subordinate committees with proper technology and assistance in procuring the best quality seeds and manures, fish and poultry feed, best quality semen for livestock breeding and the appropriate type of tools and plants to raise production and their quality. L4CDivisional Committee will try its best to develop its human resources and their involvement in the financial activities. L4C Divisional Committee will finalize its ADP Annual Development Program in conformity with the approved national master plan and the fund allocated by L5CCentral Committee and control the expenditure of works to keep it within the budget. L3CDistrict Committee is primarily responsible for the quality control of works, while L2C Upazila Committee is responsible for the supervision of work in the field under the guidance of L3CDistrict Committee. L1CVillage Committee is indeed a bridge between the government and the people. It helps the people to take full advantage of the available facilities and pursue the government for more. It also motivates people to work on a cooperative basis wherever possible. The scope of works of L2CUpazila Committee to L4CDivisional Committee will include but is not limited to the following.

3.3. Level-1 Committee at Village or Ward Level

L1UVillage or Ward is the smallest unit in the system, but it is vital because it is the breeding centre of future leaders. A voter in L1UVillage Unit elects members not only for his L1CVillage Committee but also for his L2CUpazila Committee to L5CCentral Committee , taking advantage of sections 1.1 and 1.6. It works at the grassroots level but is connected in a chain with the top, facilitating the implementation of government decisions very fast.
