People need a government only for two reasons. One is building the infrastructures that help them income more. And the other is the security of their lives, properties, and dignity. None of these is possible to do with an individual effort. People give the government money for this purpose, but they are not confident about its proper utilization. They have neither the necessary expertise to protect their money from the possible misuse nor the time to do it. Under this situation, they elect their representatives in the government to safeguard their interests, failing which the representatives are likely to lose their job in the next election. But it doesn't work because the works of the representatives are not transparent enough for the people to monitor them satisfactorily. From this experience, it is evident that good governance has only two indicators; one is the transparency reflected through their work, and the other is accountability reflected through the election. The challenge is how to translate these two indicators into reality. That it needs a long cultural heritage is not possible to accept. Reviewing and renewing the production system is an established practice to get the desired quality product. It is, therefore, a case designing the system in consideration of the prevailing realities, which is the aim of this article.
