The previous discussion has shown how important it is for Muslim countries to come under a single umbrella of military forces and how to implement it. But negotiating an agreement with so many countries of multilateral interests is never easy. Since, 'all great things have small beginnings' (Peter Sainz), we can start even with two countries. It is very possible if someone who has wide acceptance among the Muslims takes the initiative to start at least. The rest may happen effortlessly because of its high benefit-to-cost ratio as explained below.
- Since my earlier discussion has shown that Muslim countries have enough war weapons to fight even with a superpower, and since they are too expensive for many of the countries to afford, I propose that these resources be shared by the willing countries at their terms on a rental basis. This is possible because usually people buy war weapons not to use, but to terrorize their neighbors. They will continue to purchase these in competition with their neighbors, knowing that the investment is a waste if there is no war. So, during peace it is profitable for them to rent out some of these to someone who is in war. Benefit of the latter is that it can quickly procure large quantities of advanced model weapons at a much lower cost. But its real benefit is that its neighbors are also aware of the fact and hence a peaceful situation is likely to prevail.
The war weapons mentioned above shall include all sorts of armored vehicle, combat tank, artillery, combat, transport and refueling aircraft, UAV, warships and carriers, submarines and the consumables like rockets, missiles, torpedoes etc, including the manpower to operate them. It may also include soldiers with arms and ammunitions.
At later stage on demand of the situation, there may be a few training institutes run by appropriate management to produce instructors who will train armed personnel in their home countries. The objective of these institutes will be to ensure a minimum level of competence of armed personnel in Muslim countries.
All Muslim countries agreeing to this proposal shall enter into a written agreement with each other, which shall include,
- They shall rent out the war weapons neither to any non-Muslim country nor to anyone outside the signatories of this agreement,
They shall rent out the war weapons neither to anyone to fight against a Muslim country nor to anyone to take undue advantage over the other,
They will make the updated database of the rentable war weapons with the governments of signatory countries. The database will also include amount of rent and detailed description of each weapons.
